Using my twelve years of experience in Project Controls and Project Management, I would like to provide quality project planning, scheduling, and cost control to help increase my employer’s market competitiveness and operational effectiveness.  Because of my exposure to various business environments, challenges and solutions, I would be able to contribute immediately and ensure business processes are developed and implemented for effective adoption of the Primavera P6 tool.

 

Planning & Scheduling Skills
 

·   Senior level Planning & Scheduling skills using Primavera P6.  Super User of Primavera P6.

·   Performed functional implementation of Primavera P6 software application by providing oversight on the purchase and installation; Co-authored an easy to understand user manual, and setup application user accounts on both the client side and the cloud intranet (My Primavera)

·   Provided Primavera user training online, in a class room setting and one to one basis.

·   Used Oracle Primavera P6 to build baseline schedules, integrated project schedules and master integrated milestone schedules.  Largest schedule developed & maintained had 8000 plus activities.

·   Authored Schedule Narrative for Baseline Schedules and Updated Schedules to ensure understanding of Schedule Contents, Critical Path, Gantt Charts, Project Issues, Recovery Plans, Schedule Forecast and Project Look Ahead Plans.

·   Developed WBS, OBS, EPS and Universal/Enterprise Code System for all Project Schedules.

PAST KEY ACCOMPLISHMENTS

·   Informational and requirements gathering to develop an improved Project Management and Project Controls program for the Capital Projects and Engineering department.

·   Proposed recommended improvements of the Procure to Pay business process.

·   Develop a Project Portfolio Report from several data sources across several nationwide regions to enable prioritization and program management decisions by the Executive Management and Steering Committee.

·   Developed and implemented the first baseline schedule for Project Development Engineers to minimize impact to Construction.

·   Improved integration of workflow between department silos by creating and implementing the use of a Master Project Schedule Template that mapped all group processes and interdepartmental handoffs.

·   Performed functional implementation of Primavera P6 software application by providing oversight on the purchase and installation. 

·   Configured P6 Web Access accounts (dashboards, portfolios) and applied various user security settings.

·   Investigated the feasibility of integrating Global SAP and Cost Account systems with Oracle Primavera P6

·   Developed and implemented a maintenance and operations program for the start-up and maintenance of the ultrapure water piping distribution system to prevent biofilm damage and piping distribution capacity shortages.  At least $500K to $1Million Capital money was saved. 

·   Performed feasibility studies and determined return of investment of a chemical injection device to save about 20% on chemical cost and usage.  Obtained management approval managed the construction installation of this chemical injection system.

Contract Project Controls Consultant, ATS/IAG, October 2013 to Present
Project:  Texas Petrochemicals Group, LLC

·   Gathered workflow information from Capital, Accounting and Procurement to produce business process flowcharts and diagrams of all business processes and recommended improved future state for construction execution, procure to pay and invoice processing workflows. 

·   Authored procedures for Construction execution such as RFI, Change Orders, Schedule Specifications, and Construction Management operations.

·   Lead the implementation of the Construction Management program and interfaced with Construction Contractors to request, refine and review Construction Control Reports such as Schedules, Cost Reports and Labor Productivity Reports.

·   Authored business case and obtained upper management support for the Oracle P6 EPPM tool to enable the implementation of a companywide integrated Project Controls Scheduling program between Capital Projects and Maintenance Turnarounds.  Gathered quotes, IT security and infrastructure information and service level agreements from the P6 implementation suppliers.

·   Authored the business case study and gap analysis for the general accounting versus job costing tools, roles and processes for a proper Project Controls Cost program.

Independent Consultant, dBA Strategic Biz Systems, Orange County CA, 2008 to Present

·                           Consulted small businesses and start-ups on operations and Project Management methods and tools.

·               Identified, improved and resolved inefficiency in business operations through development and documentation of existing and new business procedures and workflow diagrams.

·                           Developed the Project Portfolio Report from several data sources and project lists of several regions to enable prioritization and program management by the Executive Steering Committee.

·                           Used MS Project 2010 Enterprise Server to create and update project schedules and project status reports.

·                           Manage, assign and train team members and project managers on creating financial and project status reports using MS Project Enterprise Server and Excel pivot tables.  Assisted with financial forecasting and analysis, cost report production and distribution.

·                           Work with supply chain on issuing purchase orders and material tracking.

·                           Monitor and ensure the progress of capital project AFD to AFE funding status using Mercury

·               Developed an integrated Project Management and Project Controls program to ensure repeatable and consistent schedule and cost performance for Capital Projects and Project Development. 

·               Improved integration of workflow between department silos by creating and implementing the use of a Master Project Schedule Template that mapped all group processes and interdepartmental handoffs.

·               Determined the feasibility of integrating Global SAP and Cost Account systems with Oracle Primavera P6.

·                           Used Oracle Primavera P6 to build baseline schedules, integrated project schedules and Master integrated schedules for $1.5 Billion electrical substations and transmission power lines.

·                           Authored weekly project schedule narratives discussing schedule forecasts, issues, critical path and recovery plans.

·                           Performed QA/QC on schedule logic, applied universal codes and developed baseline schedules.

·                           Assisted with labor hour estimates and cost reports as needed.

·                           Trained junior schedulers and new senior scheduler.

 

Contract Senior Project Controls Engineer, CDM, Irvine, CA, 2008 to 2009

Project: Lockheed Martin Environmental Clean Up – Soil & Water, Western and Pacific Northwest Region

·               Performed functional implementation of Primavera P6 software application by providing oversight on the purchase and installation. 

·               Configured P6 Web Access accounts (dashboards, portfolios) and applied various user security settings.

·               Provided P6 Web access training and Co-authored a condensed user manual for P6 Web Access.

Contract Senior Project Controls Engineer, Global Business Solutions, Costa Mesa, CA, 2006 to 2008

Project: Southern California Edison – $205 Million new substation, $50 Million new Transmission Route, SVC & RAS projects.  Other projects included 66kV & 220kV transmission line relocations, GIS Construction & Well Relocation.

·                           Used Oracle Primavera P6 to Develop baseline schedules and updates to level 4 project schedules for new electrical substation construction & relay upgrades to existing electrical substations.

·                           Phases included engineering, procurement, construction, testing, in-service, outage and closeout phases.

·                           Reviewed & integrated Gas Insulated Vendor (GIS) contractor schedule to ensure they met the SCE Master Schedule requirements and to determine the critical path.

·                           Produced what-if schedules to forecast finish dates of other substation locations to prepare for cut-ins and new substation energize date.

 

Project: Los Angeles Unified School District Project

·                           Used Primavera P5 and P6 to maintain 335 master program schedules worth $811 Million for design and construction in a region for School Improvement Projects

·                           Provide Senior Scheduling project controls support to LAUSD School improvements, New Gym Construction, ADA compliance and Fire Alarm projects.

·                           Trained Project Managers on operation of in-house application to update their milestone schedule.

·                           Developed a what-if integrated CPM schedule and adhoc schedules on request.

·                           Review and approve contractor baseline and monthly update submittal schedules.

·                           Assist with the negotiation of change orders backed by the schedule.

·                           Produced Time Impact Analysis (TIA) from the owner’s perspective in response to contractor change order requests. 

 

Contract Project Controls Scheduler/Engineer, KDG Consulting, Los Angeles, CA, 2005 to 2006

Project: Los Angeles Metropolitan Water District, Oxidation Reduction Project, Los Angeles, CA

·                           Use Primavera Enterprise 4.1 and 5.0 to maintain & build resource and cost loaded schedules.

·                           Prepare project performance status reports on a bi-weekly, monthly and quarterly basis

·                           Oversight and delivery of project control functions for cost, schedule, change control, and document control.

·                           Analyzed and resolved budget and expenditure variances, analyzed man-hour estimates, contractor cash flow and estimated FTE resource need.

 

Contract Project Controls Scheduler, Volt/Sun Technical, 2005

Project:  Southern California Edison San Onofre Nuclear Generating Station, San Onofre, CA via

·               Developed and managed schedules using Primavera 4.1 for various Small Capital & Sustaining Projects and software installation of ERIP, a Facilities Equipment status and maintenance history software application. 

·               Produced a forecast schedule showing unacceptable finish dates for ERIP software installation leading to project managers accelerating work.

 

 

Contract Project Controls Scheduler, The Industrial Company, Bakersfield, CA 2005

Project: Shea Homes PUD Accommodation on Brea-Olinda Oil Fields, Brea, CA

Provided scheduling and planning support using Primavera P3 for a $1.5 Million capital project to replace an existing Oil Field Pumping System to allow residential PUD construction above hydraulic pumps, pipes and associated fluid handling equipment.

·                           Supported the development and management of an 8000+ activity baseline schedule using construction design drawings and project scope documents. 

·                           Produced schedule reports showing the critical path and forecast finish for client approval. 

Contract Project Manager, Aerotek Engineering, South San Francisco, 2003

Project: STI Machine Services machine safeguarding, ALZA & Genentech, Bay Area Northern California

·                           Managed the design, procurement and construction for safeguarding manufacturing machines at ALZA and Genentech. 

·                           Responded to RFPs, wrote proposals and negotiated with the client on quotes and change orders.

·                           Developed the first project budget reports with the database administrator to enable monitoring of project budgets, change orders and project cost performance. 

 

Contract Field Project Manager, Kinetic Systems Inc., San Francisco Bay Area & Fremont, CA, 2002

Projects: Applied Materials (AMAT), Intel, Bayer, Genentech, AMD, LAM Research, Chiron, Berlex, and Dey Labs.

·                           Field Project Manager for various satellite locations throughout the San Francisco Bay Area.  Managed projects for design, isometric pipe drawings, procurement and construction of specialty process piping and associated fluid handling equipment, high purity water, gas and air systems for biopharmaceutical and microelectronics manufacturing equipment installation. 

·                           Biopharmaceutical projects included fermentation tanks and associated fluid handling equipment such as piping, valves and pumps with budgets of $500k to $2 Million.

·               QA/QC pipe fabrication and welding, managed the scope and budget. 

·               Produced cost reports, budget forecasts, estimate capital contingency release, and called clients for payment collection to improve cash flow.

·               Wrote project proposals and quotes.  Tracked RFQ and RFI and construction documents in Access.

·               Built a piping line number database to track pipe fabrication and installation completion.

·               Oversight to isometric drawings for pipe fabrication. Coordinated client review of isometric drawings.

 

Chemical Engineer/Project Manager, Intel Corporation, Facilities & Construction, Hillsboro, OR, 1997 to 2001

·                           Chemical Engineer owner of the following facility systems: Ultrapure Water and DI Water Systems, Chemical Treatment, Wastewater Treatment & Collection Systems, and HVAC Systems such as air handlers, process cooling water, VOC removal systems and solvent exhaust system.

·                           Lead five project teams for design, construction and installation of semiconductor manufacturing equipment for Defect Metrology, Thin Films Metrology, SORT, Globals (cleanroom furnishings), and Support. Total budget was about $2 million.

·                           Managed the scope and cost for construction work of DI water and wastewater treatment systems that ranged from $10,000 to $300 million.

·                           Managed external contractors from Construction, Architectural and Engineering firms.

·                           Member of worldwide Joint Engineering Team (JET) for process and operational improvement of DI water and wastewater treatment systems.  Wrote and sponsored white papers for water and wastewater treatment process improvement.

·                           Ensured capital construction followed corporate engineering design specifications.

·                           Member of a Corporate Joint Engineering Team (JET) member to improve equipment reliability and pass down lessons learned in the design, construction and operation of DI water and wastewater treatment systems.
